I initially focus on making the base strong since you can never excel in any field if your base is weak.
After the base has been made strong, I focus on strengthening the already created base. Making the vocabulary vast is a necessity in English.
I also emphasize a lot in writing, since the more you write with your mind open, the more creative you get.
And, English is all about creativity.
